Former series 1996-2010. 1996 Diplomatic plates are black on yellow and they had a three digit embassy code, a letter denoting the category, (d for diplomatic and c for consular plates) a small red seal incorporating the year, three numerals and the letter D (earlier diplomatic plates did not have the red seal).
